User and Organisation concepts are used interchangeably

A User can register without an Organisation.
An Organisation can be loaded without a User. (e.g. data.gov.uk organisations)
Assessments are marketed towards organisations (e.g. /about)

The use of the words User and Organisation on site and data downloads can be misleading. E.g.

• /statistics talks about "Scores for all organisations" but displays scores for all registered users.
• Summary usage statistics shows the Registered Users statistic which is named Organisations in Aggregate statistics: all organisational assessments

Suggested improvements:

• make organisation mandatory for new user registrations.
• consider making organisations mandatory for existing users
• update site and downloads to use terms (users with organisations, users without organisations, organisations without users) so it clear what is being reported
