Net score the algae better

Summary

Make the net score better. The goal of this ticket is to make the backwards flick that we do now more seamless so we can fling the algae into the net from a wider range of places (and while moving)

@j0shuaS I think you're the right person to take this ticket. It'll require making a new state in scoring to score the algae, dealing with how to make the elevator and wrist move at the right time, when to spin rollers, etc. If you have any questions, let me know and I can give a more in-depth summary of how this should look.

For now:

• Add an Algae Score state to the scoring subsystem
• If we don't have an algae, leave the state
• Make the state:
  • Raise the elevator to max height
  • Above a certain height, start flicking the wrist over the top of the robot
  • When the wrist is close enough to the target, spin the roller wheels
