Make a demo mode

Purpose
The purpose of this addition is to make a demo mode that accomplishes the following:

• disables all automatic driving actions
• overrides shoot if it's commanded
• slows down driving
• slows down shooting

Project Scope
In demo mode:

• slow down shooting
• slow down driving
• disable OTF and auto align
• override shoot / make a state machine path that is very permissive in shooting
