Should we rename the repo to `olly`

Currently, only one tool, olly, is provided by the repo. It is a bit odd that there's a mismatch between the name of the repo runtime_events_tools in plural and the fact we only provide one tool. @tmcgilchrist ?

Yes it is a bit strange right now. I expect to add a few more tools here over the course of the year, while we work on benchmarking and observability. Maybe keep it like this for now.
