It looks like the video on https://tango-controls.readthedocs.io/en/latest/installation/virtualmachine.html no longer works.

The link to tango-controls vimeo account under the video on this documentation page leads to a page not found.

Or maybe it is required to be logged in on vimeo now to watch it?

I wonder if for this kind of tutorial, peertube would not be more convenient? It allows to download the video and do not need an account.
It (only) needs to find/create a server to upload the video on a server, and of course to have the rights on the video.
