loss of MQTT or Hopper needs to be managed better

Loss of MQTT and Hopper needs to be managed better, currently, both shepherd-ws and shepherd-watch lock up completely, consuming CPU. This also appears to crash any Sheep clients, probably by spamming them with WebSocket messages.
