[IR-P7][WS6] Phase 7 public upgrade release with compatibility window (epic)

Problem statement

Phase 7 needs a controlling epic to coordinate public IR-first release work while deprecated compatibility paths remain supported through the migration window.

Intended invariant

Ship the public IR-first upgrade release with deprecated methods still available and clearly warning about v0.13.0 removal.

Scope boundaries

• Coordinates Phase 7 roadmap scope only
• Tracks release-readiness, migration docs, and compatibility-window evidence
• Explicitly excludes deprecated-surface removal (Phase 8 / v0.13.0)

Deliverable checklist

• Sub-issues for all phase deliverables are opened and linked
• Public release deliverables are implemented and verified
• Compatibility-window behavior is documented and validated
• Exit gate evidence is linked in roadmap and issues

Validation plan

Phase 7 closes only when linked sub-issues are complete and roadmap phase exit gates are satisfied with evidence.

Rollback/failure mode

If sequencing/scope changes, update roadmap + linked issues in the same work session.
