Update DOCtor-RST and enable new rules

- Require DOCtor-RST 1.75.1
- Enable NoNonBreakingSpace rule
- Enable NoEmptyDirective rule
- Enable FilepathAndNamespaceShouldMatch rule with namespace mapping (src/ -> App\ or Acme\, tests/ -> App\Tests\) and ignore config/ and example.com/ paths
