Explain ConEd tariffs and their Genability JSON representation

What

Add docs that walk through the Genability JSON output for ConEd's SC1/3/4 tariffs, giving domain context on the rates in the tariff, but also explaining the semantics of Genability's complicated JSON tariff schema.

Why

• Understanding Genability's Tariff JSON schema is key to translating it to URDB format
• We need to understand the details of all the charges in these tariffs for our ny_hp_rates report
