Description
A way to make certain tiers only nominatable.
If the server is set to tier 1-2 - allow !nominate only tier 3/4/5/6/7/8.
If the server is set to tier 3.4 - allow !nominate only tier 1/2 or 5/6/7/8.
Make certain tiers only nominatable.
