Apache Arrow integration with substrait consumer-testing job is failing and not maintained - Removal proposal

There is an integration nightly job which uses the substrait consumer-testing on the Apache Arrow repository that has been failing for 5 weeks. See:

Previous maintainers of this repository added that job for integration but the job does not seem to be maintained anymore.

I am going to propose the removal of the Job to the Arrow community and I just wanted to validate if there is any concern from the substrait community or if someone wants to maintain it.

I've created a PR to remove the integration job from Arrow:
