Call traces addresses are not lowercased

addresses that go into the "to" field of call traces are not lowercased. The result is that the callTo filter of trace requests fails to find traces requested using the lowercase address.

Since this is on the ingestion side and affects a lot of EVM networks, there is no quick solution. We'll be fixing it as we resync the networks, one by one.
