Summary

It has been over a year since we dropped Python 3.9, and as similarly to discussion in that issue (#374), it's worth noting that NEP29 recommended this over a year ago.

Several models that we support have already done this, including orb (which has actually already gone straight to 3.12+) and UMA (fairchem-core).

I'd been hesitant to do this before we support Python 3.13, but this will hopefully be added soon (#693)
