USB device not recognized by Win 7 #2

I flashed the .bin file provided in the F1 folder to my blue pill (STM32F103C8T6) board with St-Link Utility.

But in my Windows 7 PC after some seconds the message "USB-Device not detected" shows up.
I tried to power-cycle (replug USB cable) several times, but the result stays the same.

I recently developed an application, which provides an USB-CDC device. This is working flawlessly with the same blue-pill board (just rechecked it afterwards).
So I can rule out that I have problems with the STM32 board hardware
