ADDON SCENERY folder only produced in 1 ZL

I was generating taiwan orthos. When completed tile +24+120, I only saw ADDON SCENERY folder in Arc19 folder but not in Arc16 folder. I had high zl airports turned on. Anyone knows why this is the case?

High zl airports only works for xplane, I never got around to implementing this for fsx/p3d.

Also, I recommend to use FSEarthTiles instead of this project from now on: https://github.com/stackTom/FSEarthTiles

It's much faster and optimizes the imagery so it looks better in fsx/p3d. Also supports fs2004 and msfs.
