Thanks for testing our app.

It seems like you misunderstood/misinterpreted our feature as this is the correct and intended behaviour.

This is not a bug as it is intended behaviour that there is no fine reported as you have not returned the overdue book yet. Note that the fine shown on your screenshot is $0.00. The borrower only incurs a fine after he returns an overdue book. This is clearly stated in the UG. The book in your screenshot is not returned yet, which is why no fines are incurred. And since the outstanding fine is $0.00, it is intended that you are unable to pay and the expeced message appears.

Once you return that book, the fine will be calculated and the borrower can then pay that fine.

An example was also given in the instructions for manual testing.

Stated clearly in the UG that fines will be incurred for late returns. It is not stated anywhere that fines will be generated for books that are just overdue (and not returned yet).

Also, the sample data intentionally included books that were overdue and also a borrower that has outstanding fines for testers to test. There is no need to change the system date.

In the instructiosn for manual testing 8.6.9.3, a positive test case was given for testers to test.

This is the same issue as #1152, where I also responded with the rationale for not having a rolling fine system.
