BUg, Offer extended but showing offer accepted.

I rejected a candidate and they reapplied and I extended them the offer and it shows them as offer accepted.

It also show that the offered was accepted on the company side.

We figured out that since I edited the same application, it used the same application ID and saw that I accepted the offer.

this has been fixed by adding flags to block a rejected application being set to draft then reprocessed.
