User Context: * Role: Company Admin

Description: When a candidate submits an application for a role, the Company Admin does not receive an in-app notification. The notification bell indicates no new activity, forcing the admin to manually check the dashboard to discover new candidates.

Steps to Reproduce:

Log in as a Candidate.

Submit an application for an active role.

Log in as the Company Admin for that role.

Click the notification bell icon in the top right.

Observe that there is no notification regarding the newly submitted application.

Expected Result:
The Company Admin should receive an immediate in-app notification when a new application is received.

Actual Result:
The notification panel remains unchanged, and no alert is generated.
