Bluetooth Button is Greyed Out

When I open the app, the Bluetooth switch is greyed out and says 'Device can't use Bluetooth'. But if I click on the 'Select file' button without seleting the mode and OS options, the greyed out buttons becomes enabled.

Very strange, I'll keep thinking about it but I can't reproduce on either of my test devices so I'm not sure how to investigate. I assume this is still happening with the 9.0.2 release?
