Publish the XML files to the spdx.org/licenses website

This would enable easier access and always have the latest release easily available.

Copying the files to the website would be relatively easy - just extending the website publisher code.

In addition, we could do the extra step of merging all the licenses and extensions into one or two XML files to make it easier to consume the entire set of files.

To fix this issue, do I need to create a new .java file like LicenseJsonFormatWriter.java, maybe call it LicenseXmlFormatWriter.java, and add similar code to generate the XML output, just like the current file does for JSON?

This would be one approach - since we're just adding to the website, I would just enhance the existing SpdxWebsiteFormatWriter.java.
