spackbot touches files that are not modified by a PR when fixing style

This PR:

• py-jaxlib: better default decisions spack-packages#3187

was just modifying py-jaxlib. When spackbot fixed the style it added modifications to extraneous files.

We will soon be able to close this issue, @johnwparent is working on the black/isort/flake8 -> ruff switch which will enable spackbot to format all files on purpose.
