SAI_ENI_ATTR_VM_VNI is an ENI attribute but vm_vni is a DASH_APPLIANCE_TABLE attribute

when using SAI, we can set a unique VM_VNI per ENI, and it works

When using the DASH API, we are restricting it to have only one vm_vni since it is set in the appliance object.

Can we move it in dash to also be part of the ENI object ?
