non-english modules foo.<lang>.tex often have a \begin{smodule}[sig=en] which delegates the all the \importmodule, \symdecl and friends to the file foo.en.tex (other values than en are possible, but uncommon). Then we should treat the delegated macros from foo.en.tex as if they were in the file foo.<lang>.tex. If we decide that an \importmodule needs to be added, it needs to be added to foo.en.tex, but a \usemodule and a \usestructure (which are not delegated) must be added to foo.<lang>.tex
