Remove the skx-prototype platform for sites

Now that the Skupper-v2 site is supported, remove the prototype platform and all of its supporting functionality.

Note that the prototype platform used the site-controller as a sidecar to the router and the Skupper-v2 platform deploys the site-controller as a separate pod.
