Currently, the backbone-links module chooses one "manage" access point per backbone at random. In the case of partially connected networks, this opens the possibility of the lack of connectivity to a particular part of the network, even though there is a valid access point available.
The enhancement is to maintain connections to all of the "manage" access points and to track which sites are reachable per connection.
