Co-located sites: Reconcile co-located deployments to the configured backbones

Co-located sites shall be directly deployed and deleted by the management-controller via the Kubernetes API. The lifecycle of co-located namespaces shall be tied to the lifecycle of the backbone networks with which they are associated.

This function is limited to the deletion and the initial deployment of co-located namespaces. Ongoing changes to the resources in the co-located namespaces shall be done via the site-sync protocol.
