[Tooltip] Add possibility to follow the cursor

We have this request from our inner slack channel:

Hi team!
Does our tooltip have the ability to appear near the mouse cursor, or should it always be anchored to a specific point in the trigger element?
For example, if I have a long table cell with a tooltip, can it not always appear above the center of the cell, but above the mouse cursor?
Sorry, I read the docs, but it's unclear for me.

**Possible solution **
Add to our Tooltip something like prop followCursor.

Additional context
This is a good proposal, but needs a discussion within the design team firstly.
I guess it also can be inconvenient because when you want to move your cursor upper to change some filters above the table, the tooltip will still be below the cursor, covering the functionality you are aiming for. Therefore, adding such functionality is worth thinking about and discussing carefully.

Commenting here so it's not lost. The initial idea was to show the tooltip above the initial cursor position, but not move it after that. The screenshot shows two separate cases, not one case.
