switch from circle to GitHub Actions & initialize go module (#19)

* switch from circle to GitHub Actions

The `make test` command was failing on go1.19 without a `go.mod` file.
So created `go.mod` by running:

```
go mod init
go mod tidy
```

* force rebuild with circle webhook removed
