Fix all consistency tests

Describe the bug

The following issue have been observed in the reth RPC consistency tests and should be addressed:

• Block size mismatch
• 0x5300000000000000000000000000000000 missing from debug_traceBlockByXXX with pre state tracer.
• 0x5300000000000000000000000000000005 missing from debug_traceTransaction with pre state tracer.
• debug_traceBlockByXXX issues on reth → “insufficient balance for transfer" errors.
• debug_traceCall reverts with Caller is not L1ScrollMessenger.
