run reth test (block = 23817600) in ci

1. for the target elf, we can build it once and store it in our repo by following the README.md in https://github.com/scroll-tech/ceno-reth-benchmark.git.
2. use bincode to serialize the raw input (block = 23817600) and store in local .bin file.
