Descriptione

To finalize the data download UI we need a button that's reactive to the download state. For this issue, we'll just make the button and we can finalize its connection to the API later.

This issue would include:

• Making the button and including all of its states as defined here in the Figma designs

• Adding a list of menu options with these buttons for all installed keyboards

• Connecting the download translation data tooltips to these buttons and remove the button to trigger this tooltip that's on the Installation tab

• Note: This issue is blocked by Add data download UI button to installation tab (and add quick tutorial button) #565 and Add base data download UI #566
