"renovate" should be considered as an alternative to "dependabot"

The tool as of now states that

All projects should have a .github/dependabot.yml file to support at least GitHub Actions regular updates

Alternatives like renovate should be considered.

Duplicate of #463. I think I was basically daunted by the large number of different files that renovate can be found in and since I don’t use it, it’s a bit hard for me to add. I would prefer somebody to contribute it if possible.
