deps: update cargo_metadata from ^0.18.1 to ^0.23.1

Adapt xtask code for the newtype wrappers (PackageName, FeatureName)
introduced in cargo_metadata 0.19+. Convert through AsRef<str> at each
interaction point with the existing HashMap<String, ...> collections.

Closes #11.
