Remove DiagnosticBuilder::emit_without_consuming.

A nice cleanup: it's now impossible to directly emit a
`DiagnosticBuilder` without consuming it.
(`DiagnosticBuilder::delay_as_bug_without_consuming` still exists,
though.)
