Support arti-hyper for tunneling http requests over Tor

Currently interacting with Matrix over Tor requires using a proxy

The arti project offers a way to directly integrate an anonymity layer into rust applications, adding arti-hyper as a HttpClient would allow applications to easily tunnel Matrix over Tor with no configuration for users or runtime dependencies.

I could take a look if you'd be interested but I may need some help.

Sure, why not.

However, just to be clear: While Ruma is used by big Matrix projects like matrix-rust-sdk and Conduit, the ruma-client crate isn't.

I've been wanting to update matrix-rust-sdk to use it for a long time, but it's very low on my todo list and will require adding retries (#1229) and possibly more features to ruma-client first.

I'm happy to help if you want to work on either this or #5 though!

Personally I either see this as a supplementary project (ruma-arti-client) or a crate-feature-gated feature, I don't think this should ship with ruma by default, both because the added compilation cost of arti is non-neglectable, and matrix-over-tor isnt a primary usage of matrix at this time.

That doesn't mean to discourage creating this, though, I heavily recommend starting it, and at the PR stage we can discuss where it fits in the ruma project as a whole.

I think this is implied by all the existing HttpClient implementations being feature-gated 😉
