Does config wizard change already set settings? its not clear and running it after setting all by handy looks like it will overwrite

A good example how not to do the setup indeed. Webui of Rspamd is not intended to be exposed without reverse proxy that will do necessary checks/authentication and TLS. Don't do that.

just dont do revers proxy and only ssl-tunnel and you are fine. No need of unsecure revers proxys.
