Admin command to download save, and ability to import uploaded saves

Sometimes, users get themselves in a softlock, or the game-state is damaged in such a way that it needs to be repaired with a save editor or otherwise manually intervened.

It would be nice to have the ability to mess with the save-state without having to stop the bot (and any other games it happens to be running) and manually replace the save on the filesystem
