[Proposal] Early error if config file not present

Running sc before creating a config file does something like this:

samuel@pop-os:~$ sc
┌   Simple Commit 
│
◇  Select a type
│  feat
│
[2024-08-16T18:15:27Z ERROR tui::steps] ❌ Error: Config ("options cannot be empty.")
    samuel@pop-os:~$

1. The error message could be shown in a nicer way; something like "Please create a config file first" would be better
2. The error message should appear before choosing a type
