Updated UCAR URL

Hi all,

First, thanks for making this work publicly available.

I observed the UCAR URLs in ERA5_download_project.sh raising 404 errors and that the archive was recently relaunched.

Changing the leading part of the URLs from https://data.rda.ucar.edu/ds633.0 to https://osdf-data.gdex.ucar.edu/ncar/gdex/d633000 appears to have solved this.
