Inbound telemetry data API

So far only the part for data sharing is documented. The manual must be extended, to explain how other parties can feed data into the system.

For example, if there is a transport company in Cahul that wants to give their data to RoataWăy, they should be able to do so. The benefit for them is that they get all our functionality for free, so other cities can get on-board with less effort.
