[Feature]: Disable autoscrolling

Summary / problem statement

Whenever Notepad3 detects any activity with the cursor, it automatically scrolls the window to keep it vertically at the center.
I want to disable this (seemingly built-in) autoscroll feature. Normally it's not a problem, but it becomes extremely annoying when you move the cursor with the mouse(NP3 doesn't scroll at this point) and try to type something(It jumps).

Proposed solution / UX

It'd be nice to have a toggle to have it on/off.

Please be more specific:
In modern computing, "cursor" is the umbrella term for both on-screen position indicators. If you are typing, it refers to the caret. If you are pointing and clicking, it refers to the mouse pointer.
If you are referring to the caret not reaching the border of the visible text area, this can be adjusted by:

CurrentLineHorizontalSlop=40
CurrentLineVerticalSlop=5

Just set it to 0.

If you are referring to auto-scrolling by mouse-pointer movement, this only should be activated/deactivated by middle-mouse-button (MMB) click. Please report, if it is active permanently, without MMB click ?
