Please support private lenses subscribing to public lens content

I'm bringing this request in from discord where it was suggested we explicitly record the question.

It would be good to support lenses running privately but still subscribing to public content. This is likely the preferred deployment for most 'home users' and quite possibly for medium to large organisations looking to set up a lens for certain purposes too.

We'll be adding in Docker Compose setups to make this much easier.

Confirmed this works on current dev builds. They won't be able to follow you without routing, I don't think, but maybe they can via Peerbit... you can definitely follow lenses though.

This was broken in the recent months. We're bringing it back properly.
