Numpy and Pandas Typing error

### What?
I have found that the Numpy and Pandas typing modules can't be imported in some projects using `gmn-python-api`. [See troubleshooting page](https://gmn-python-api.readthedocs.io/en/latest/troubleshooting.html). I think the versions of these libraries have to be restricted further to fix these errors.
