Add ML pipeline runtime image.

The Elyra notebook image in ODH has been updated. The generic datascience notebook image that is used in the ML pipeline is incompatible with this version. We should include a [dedicated runtime image](https://github.com/mamurak/industrial-edge-ml-pipeline-image).
