feat(types): module for binding css and chakra props

* AtomicTypes.res is copied from https://github.com/giraud/bs-css for make typed in css-properties
* AomticTypes.res have been modified for support binding Chakra-UI Component and Style Props
* MakeProps.res is module for use in [makeProps] on each component binding
