Upgrade reichlab Docker account to an organization

Background

When working through this spreadsheet of Reich Lab accounts, we learned that Docker's team feature requires an organization account, which is $15/month per seat.

We decided to upgrade and also apply for an open source license.

Definition of done

We've already sent the open source application, and now we need to convert our existing account to Docker organization.

Assigning Nick, since he's the one with the credit card.
