Add Troubleshooting section #39
Description
We should add a section on how to troubleshoot common issues with Reflex. We should be sure to include CloudTrail not being in an account as CloudTrail is required, and if it's not set up in the account it isn't obvious why Reflex isn't working. Should also include information on checking CloudWatch logs for specific rules, EventBridge rule metrics for confirming if events are being forwarded successfully, and KMS key permissions.
