NVIDIA GPU operator bases reference components

The layout of the gpu-operator-certified section of the repo references components from the base directories rather than from overlays.

The Kustomize docs state that Components are designed to add additional features/changes on top of bases. If these are referenced from bases, it defeats the purpose of them.

We should either:

• Reference the components (such as the console plugin and grafana dashboard) from the overlays

OR

• Move the components to base if they are not designed to be optional
