Operational Emissions for memory

• AWS:
  - Query cloudwatch for memory utilization
  - Update instance with metric information
• GCP:
  - Currently it is collecting GB of memory. See if it's possible to get utilization. If not, this will need to be taken into consideration for calculations
• Calculations:
  - Implement memory calculation taking into consideration the metrics collected
  - Add test for memory calculations
  - Write up docs and blog post
