Implement model constraints

Model constraints (e.g. monotonic constraints) are important in applications such as credit scoring where a user needs to limit the way certain features can affect training.

We don't necessarily need to implement monotonic constraints, it could also be implemented in the form of constraints on shapley values of the trained model.
